ICAR Air Rescue Commission Recommendations

Dear ICAR Members and Air Rescue Commission colleagues and friends:

In April, the ICAR Air Rescue Commission posted an update on the ICAR website on “ICAR Air Rescue Commission Recommendations review.”  You can find that update HERE.

Members of the ICAR Air Rescue Commission "Recommendations Working Group" have developed proposed revisions to the following AirCom Recommendations:

1. AIR-REC0001 - Prevention for Individuals and Aircraft Operators has been revised (see attached) 
2. AIR-REC0005 - Helicopter Rescue Equipment has been revised (see attached) 
3. AIR-REC0011 - Human External Cargo (HEC) Safety Check has been revised (see attached) 
4. AIR-REC0007 - Restricted Air Space and AIR-REC0009 - Number of Pilots and HEMS Crew Members were reviewed at the 2024 Congress in Greece and the Commission recommends they be withdrawn.
5. AIR-REC0008 - Cable Detection and AIR-REC0010 - Human External Cargo (HEC) Communications were reviewed prior to the Congress in Greece and the Task Force recommended no changes, and to be renewed by AirCom at the Congress in Jackson in October 2025

In addition, the Working Group recommends the following:

1. AIR-REC0006 - Single Pilot Operations should remain the same, with no changes, and be renewed at the Congress in Jackson in October 2025
2. AIR-REC0004 - Use of VHF 123.10 has been reviewed and the Task Force recommends that it should be deleted.
3. AIR-REC0002 - Restricted Use of Instrument Flight should be discussed in a separate working group session at the Congress in Jackson, for possible revision by AirCom at the Congress in Jackson in October 2025
4. AIR-REC0014 - Human External Cargo (HEC-HHO) Equipment should be discussed further at the Congress in Jackson with the likely goal to create a new working group to rewrite for 2026

Many of these Recommendations will be discussed at the AirCom sessions at the 2025 Congress in Jackson Hole (USA).  We plan to present the revisions to the Assembly of Delegates for a vote to approve the changes we propose to them, including any changes further discussed at the Congress AirCom sessions.
